With the release of Microsoft Forefront Identity Manager 2010 Release 2 Service Pack 1, you are now able to install the FIM Portal on SharePoint Foundation 2013.
In addition to the Microsoft documentation, the following are some guides on how to do this:

2) Installing FIM 2010 R2 SP1 Portal on SharePoint Foundation 2013 by Ross Currie
Spencer's guide comes from a SharePoint consultant point of view and contains some really important detail related to site collection configuration and SSL, whereas Ross' is more of a down-and-dirty FIM-perspective guide with lots of screenshots.

- You must by running Service Pack 1 of FIM 2010 R2 for SharePoint Foundation 2013 support - There's no reason or real benefit to using SharePoint Foundation 2013 unless you are running Windows Server 2012. Consider using SharePoint Foundation 2010 instead. - If you use the default settings to install a stand-alone server, you will still need to delete site collections and recreate them using the SharePoint Management Shell. |
